Consulting Engineers of Ontario commends Minister of Infrastructure and Transportation and Infrastructure Ontario for adopting new project bid requirements
TORONTO – (November 1, 2012) – Consulting Engineers of Ontario commends Infrastructure and Transportation Minister Bob Chiarelli and Infrastructure Ontario for the announcement of new Request For Qualifications (RFQ) requirements to help promote local knowledge and content in all future projects.
"A bidder’s ability to demonstrate local knowledge through this new requirement will fundamentally impact the ability of local firms to compete successfully for Infrastructure Ontario projects," said Barry Steinberg, Chief Executive Officer of Consulting Engineers of Ontario. "This is important news for Ontarians because prior to this change we had a profound concern that there was not enough being done to keep jobs in Ontario, rather than sending them offshore. This is a great first step to addressing that concern."
The new requirements operationalize a commitment made by Minister Chiarelli to help promote local knowledge and content in infrastructure projects bids. This change will send a message to foreign consortia bidding on Infrastructure Ontario project that using Ontario firms is an important consideration.
The new category – Local Construction Knowledge focuses on four key evaluation criteria:
1. A demonstrated understanding of how to deliver construction projects in the Ontario market considering such items as planning, design, regional and site specific risks, municipal risks, etc;
2. A demonstrated understanding of how to resource the project within the Ontario market including trades, project management, regional and site supervision;
3. A demonstrated understanding of the Ontario Building Code (OBC) and other standards relating to design, administration, construction and commissioning and in particular how the OBC is implemented in different municipalities and;
4. A demonstrated commitment to health and safety requirements including the firm’s own corporate health and safety guidelines and the project company’s commitment to ensuring independent third party safety audits on all future projects.
Consulting Engineers of Ontario is a non-profit association representing 215 engineering firms across Ontario that employ over 20,000 people who contribute to the economic, environmental and social quality of life.
